The Journey to a Cleaner Future

Karl Moor’s journey with Powerscape began at the forefront of energy innovation. He helped present the Kemper County project—home to the world’s two largest gasifiers—to energy and government leaders across the U.S., Europe, and Asia.

When Kemper was shuttered, Ed Holland who helped lead the effort to build Kemper gasifiers was emboldened by the continued innovation of the Liu-Vimalchand team and the need for both low-rank and higher-rank coals to be gasified cleanly to produce power and essential chemicals while capturing CO₂ for reuse. He worked tirelessly to see that that Gasification 2.0 would reach the market. In 2023, Moor and Holland united industry veterans, scientists, and policy leaders to launch Powerscape—delivering affordable, reliable, sustainable solutions that drive energy security, economic growth, and a cleaner future.

Breakthrough Technology

What makes Powerscape unique is its Coal Gasification 2.0 technology – the first of its kind for industry. Unlike legacy approaches the Powerscape Coal Gasifier (PCG) can process a broader variety of coal — especially low-rank coals — while increasing throughput, efficiency, and versatility. Designed with no moving parts, it is simpler, more compact, and easier to deploy quickly.

This makes it ideally suited for today’s urgent demands: localized energy for data centers and AI-driven industries, secure fertilizer production for food supply, and cleaner processes that reduce environmental impact.  Karl describes Powerscape’s mission as an Apollo-style effort: “At Kemper, we went to the moon. Now, with Powerscape, we’re racing to replicate and scale the power equivalent of that achievement for the world.”

Responding to a New Energy Era 

Powerscape is the first U.S. energy technology solutions company to introduce Coal Gasification 2.0—a cleaner, faster, and more economic approach to turning coal into power, hydrogen, ammonia, and chemicals. The world has entered a new era: faster, modular, localized energy needs, especially with the rise of AI and data-driven industries. Legacy Coal Gasification 1.0 technologies are too slow, too complex, and too costly. Coal Gasification 2.0 is simpler, cleaner, and deployable at speed—and uniquely positioned to meet the urgent demand for fertilizer, hydrogen, and secure power.

The company’s focus is global—India, Africa, Eastern Europe, and the U.S.—places where energy security, food production, and economic growth depend on reliable, affordable, and clean fuel. Ed Holland

Chairman

President and CEO of Mississippi Power, a Southern Company subsidiary. While at Mississippi Power, he was responsible for all aspects of the Company, including the oversight of the Kemper County Energy Facility. Mr. Holland also served as General Counsel at Southern Company and President and CEO of Savannah Electric. Prior to joining Gulf Power as an executive, Mr. Holland was a Partner in the firm of Beggs & Lane.

Anne Austin

Anne Austin

BOARD MEMBER

Anne Idsal Austin is founder of Austin Legal & Public Affairs. Before founding Austin Legal & Public Affairs, Anne was an environmental partner with an AMLAW100 firm, where she represented regulated clients to position them for success before state and federal regulatory agencies. She provides strategic counseling and policy guidance in the complex arenas of environmental and natural resources law. She relies upon her extensive subject matter expertise and relationships to help clients navigate the dynamic state and federal regulatory landscapes.

Prior to entering the private sector, Anne served in the highest ranks of state and federal government, where she shaped environmental and energy policy at the highest levels of government. Ms. Austin served as the principal deputy assistant administrator for the U.S. Environmental Protection Agency’s Office of Air & Radiation (OAR). In this role, she had a significant impact on U.S. clean air policy and regulation. Additionally, she served as the EPA Regional Administrator for Region 6, responsible for the implementation of federal environmental statutes and programs across Texas, Louisiana, Oklahoma, Arkansas, and New Mexico. Before serving in the federal government, Anne was the Chief Clerk and Deputy Land Commissioner for the Texas General Land Office and served as the general counsel for the Texas Commission on Environmental Quality.

John Milam is the Founder and CEO of Dynamis, an elite provider of professional and technical services to the Federal Government and a number of European and Middle Eastern governments and institutions. Over his 42 year career he has served at virtually all levels of technical, management, and leadership responsibility inherent in the professional services industry. As such, Mr. Milam is deeply experienced in all facets of successfully starting, building, growing, and sustaining like companies and consultancies.

In the course of his career, Mr. Milam has been principal investigator on a series of studies regarding the international security environment for the Office of the Secretary of Defense as well as the Joint Chiefs of Staff among others. He has developed several cutting-edge analytic methodologies and tools to provide insight and understanding into the geostrategic balance of power between the US, its allies, and its competitors.

As an entrepreneur, Mr. Milam has acted as a senior executive at both large and small companies being responsible for all facets of corporate governance appropriate to his organization. This includes creating the corporate culture, establishing the vision, developing the strategy, and building the plans necessary for long term growth and profitability. At this point in his career, his mission is to share his experience and knowledge with other like minded individuals who share his passion for making the world a safer and better place.

CEO Net-Negative CO2 Baseload Power, Inc. Former Under Secretary of Energy (Acting) Former Assistant Secretary for Fossil Energy Established in 2021, Net-Negative CO2 Baseload Power, Inc. is a 50(c)(6) with a mission of promoting 21st Century coal technology development and federal and state policies that will allow for continued use of coal for power generation and coal-to-products. Members include coal producers and equipment suppliers. As Acting Under Secretary, Steve had responsibility for the management and oversight of DOE’s Program Offices, including Fossil Energy, Nuclear Energy, Electricity, Cyber Security, and Energy Efficiency and Renewables as well as the Indian Energy and the Environmental, Safety, Security and Health Offices. As Assistant Secretary for Fossil Energy (Senate Confirmed), Steve had responsibility for LNG export authorizations, all fossil energy research, development and demonstration, the National Energy Technology Laboratory (NETL), and operation and management of the DOE’s Strategic Petroleum Reserve facilities.

Accomplishments:

  1. Led DOE’s efforts to create a Division for Materials Sustainability tasked with ensuring that the U.S. has domestic supply of the vast array of minerals and materials needed to maintain domestic energy and defense security. Currently, the U.S. is overly reliant on other countries for critical minerals, rare earth elements and other materials needed to meet our current energy and defense requirements and woefully lacking in domestic supply to support an aggressive energy transition.
  2. Quintupled U.S. LNG export authorizations
  3. Led DOE’s efforts to establish the Appalachian Petrochemical Renaissance with the potential to create 100,000 new, family-sustaining, generational jobs in the Appalachia region.
  4. Initiated DOE’s 21st century coal initiative to develop CoalFIRST, to commercialize a zero-emissions, modular coal power plant capable of burning coal, biomass, waste plastics and natural gas. CoalFIRST will reestablish America’s leadership in fossil fuel power generation for domestic use and for export.
  5. Initiated the effort to create a new market for coal using coal’s carbon value as a raw material for numerous products which has the potential to increase U.S. coal production by over 50%.
  6. Initiated R&D effort to use artificial intelligence and machine learning to double oil and gas well production and significantly reduce methane emissions throughout the oil and natural gas value chain.
  7. Led DOE’s fossil fuel-based hydrogen production initiative using both coal and natural gas to produce zero-emission hydrogen.
  8. Developed a Strategic Petroleum Reserve Post-Sale Configuration plan and a Strategic Petroleum Reserve Requirements study to determine the best future use of this taxpayer asset.
  9. Served as lead negotiator for U.S. sales (coal, crude, LNG) to China as part of the Phase I negotiations Prior to joining DOE, Steve served as a senior level executive with proven expertise in energy research & development, energy policy, strategic planning, business development and sales management.

He is a specialist in emerging energy technologies affecting the environment and end-use applications with extensive experience in fuels, emerging technologies, renewables, and energy regulation. He holds two patents related to NOx reduction technologies.

Aaron Cordell is an accomplished executive with a proven track record in operations, business development, and strategic leadership across multiple sectors. He currently serves as the President of Nation 2 Nation, a global organization committed to delivering hope, love, and critical resources to communities facing hardship around the world.

Previously, Mr. Cordell held key leadership positions including Chief Operations Officer and Vice President of Operations and Business Development at Phase 2 Communications in Atlanta, Georgia, and Chief Operations Officer and Senior Vice President of Business Development at RBC/MSC Communications in Jacksonville, Florida. In these roles, he led the design and execution of national and international data initiatives across both public and private sectors.

Earlier in his career, Mr. Cordell served as Vice President of Business Development and General Manager at Ameritech/Security Link based in Miami, Florida, where he was instrumental in driving regional growth and operational excellence.

With decades of executive experience and a heart for humanitarian impact, Aaron Cordell continues to lead with vision, integrity, and purpose.

D. Scott Peterson

An accomplished energy executive and project developer, and strategic advisor. Mr. Peterson has over two decades of leadership in renewable energy, public affairs, and infrastructure development. He has founded and led multiple firms advancing clean technologies, including hydrogen and renewable natural gas projects across the Pacific Northwest and Alaska. With deep expertise in energy policy, coalition building, and regulatory strategy, he has counseled utilities, governments, and Fortune 500 companies. For Powerscape Global, he will drive relationships with investors, partners and other project stakeholders to commercialize Powerscape’s game-changing technology.

Michael Moore

Michael Moore

SENIOR VP OF PUBLIC POLICY

Mr. Moore focuses on energy assets, sovereign energy security, CO2-EOR-Storage (CCUS), H2, and domestic and international policy. He also served as a Program Director for USEA. Over the past 30 years, Mike has been directly involved in (domestic and international): carbon monetization projects and related asset development, CO2-EOR, low carbon projects, CO2 storage, policy & regulatory issues, and natural gas storage development utilizing depleted oil and gas reservoirs; the commercialization of gas storage capacity, interconnection agreements, permitting, land use, gas storage contracts, financing, etc.In 2015, he was awarded the Royal Norwegian Order of Merit by HM King Harald V with the rank of Knight 1st Class and officer of the Order.

Jackson Stephens

CHIEF OPERATING OFFICER

Jackson Stephens, NCARB, is a nationally licensed architect with over 40 years of experience in facility programming, design, and construction across public and private sectors. He has led major projects including unified operations command centers, DOD-secured facilities, and large-scale transportation infrastructure such as air, land, and seaports. His expertise spans building code compliance, fire and life safety, risk assessments, and developing organizational strategies. Known for coordinating with federal and state agencies, he excels at leading multidisciplinary teams and managing complex design-build programs.

At U.S. Customs and Border Protection, Mr. Stephens developed national policies and technical standards for mission-critical facilities supporting air, land, and sea operations. He oversaw sustainable design initiatives, delivering 37 LEED Silver-certified facilities, and managed multi-million-dollar contracts to modernize critical infrastructure. As Chief Architect for the Immigration and Naturalization Service, he led nationwide air and seaport construction programs for federal inspection services. His leadership ensured the integration of cutting-edge security and biometric technologies into high-performance facilities.

In the private sector, Stephens held senior roles with Kiewit Engineering, HOK, and ODELL Architecture, where he directed global aviation and transportation projects. His accomplishments include London Heathrow’s Terminal 5, Washington Dulles International Airport’s Midfield Terminal, and the Smithsonian Udvar-Hazy Center. He has consistently driven innovation and operational excellence, building a reputation as a trusted leader in architecture and engineering.

Katya has over five years of experience in public relations and marketing, as well as more than twenty years in international journalism. She spent two years as a senior policy fellow at the New York Centre for Foreign Policy Affairs (NYCFPA) in Washington, DC, where she managed various research projects, moderated conferences, oversaw social media platforms, and drafted letters of support for the US Congress. Katya holds a bachelor’s and a master’s degree as her first higher education, with a focus on Cultural Studies, and she later earned a Master’s in Strategic Public Relations from George Washington University. She is currently a candidate for a Master’s in Government at the Harvard Extension School. Additionally, Katya is certified as a Digital Marketing Specialist through the HSE & Google program and is an alumna of RECS-2020, sponsored by the US Department of Energy, with a focus on business sustainability practices.

He holds Chemical Engineering PhD from Johns Hopkins University and an MBA.

He has served electric and natural gas utilities, coal and nuclear energy companies, battery manufacturers, secondary lead processing companies, venture capital firms and multi-national finance institutions.

Paul began his career as an analyst at Oak Ridge National Laboratory where he supported the licensing of nuclear power plants. He then joined Southern Company as a nuclear licensing engineer and later worked as a lobbyist in the company’s D.C. office. Paul left Southern to accept a political appointment in the Bush-41 (George H.W. Bush) Administration at the Department of Energy (DOE), where he held several positions, including Special Assistant to the Deputy Secretary of Energy. Following DOE, Bailey served as the Director of Health and Environmental Affairs at the American Petroleum Institute; Vice President of Environmental Affairs at the Edison Electric Institute; Managing Director at Natsource, LLC (an energy commodities brokerage firm); and Senior Advisor at the Keelen Group, LLC (a lobbying firm). Paul was the Senior Vice President of Federal Affairs and Policy for the American Coalition for Clean Coal Electricity (now America’s Power) before he was selected to be the organization’s president and CEO. After stepping down from serving as president and CEO, Paul remained as a senior advisor to his successor. Paul holds a B.S. from Birmingham-Southern College and an M.S. in engineering from Vanderbilt University. He is also a graduate of the Stanford University Business School’s executive management program.

Michael Catanzaro

Before working in energy policy, Mike Catanzaro began his career as a writer and reporter for nationally syndicated columnist Robert D. Novak. In that role, he edited the Evans-Novak Political Report and helped draft columns that appeared in major newspapers across the country, including the Washington Post, Los Angeles Times, and the New York Post.

Throughout his career, Catanzaro has served in several senior policy positions in the federal government, including the U.S. House of Representatives, U.S. Senate, the Environmental Protection Agency, and the White House.

Catanzaro served as Special Assistant to President Trump for Domestic Energy and Environmental Policy at the White House National Economic Council. In that role, he advised the president on a range of issues and helped craft energy and environmental policy across multiple agencies.

He also was deputy staff director and communications director of the Senate Environment and Public Works Committee and served on the Bush-Cheney re-election campaign as a top adviser on energy and environmental policy.

During the George W. Bush Administration, he was Associate Director for Policy in the White House Council on Environmental Quality and Associate Deputy Administrator of the Environmental Protection Agency.

He also served as a senior energy and environmental policy adviser to then-Speaker John Boehner.

Catanzaro is a Non-resident Senior Associate at the Center for Strategic and International Studies; Chairman of the Policy and Digital Advisory Board of the Energy Consumer Market Alignment Project; and a former Visiting Policy Fellow at the University of Chicago’s Energy Policy Institute.

In 2022, Catanzaro was named by Washingtonian Magazine as one of “Washington DC’s 500 Most Influential People.”

Catanzaro received his B.A. from Fordham University in political science and philosophy, and an M.A. in Government from John Hopkins University.

Kapil Sharma

Kapil Sharma is an experienced Washington, DC-based legal, legislative, public policy and corporate philanthropy expert. Kapil has decades of experience operating among varied levels of government and public policy organizations, both domestic and international. He has developed and executed corporate public policy and communications strategies and advised C-suite executives on philanthropic giving and community outreach initiatives. Kapil has frequently spoken on these issues on US and international business and academic platforms. Kapil also actively engaged and represented numerous industry group on international trade, foreign direct investment (FDI) to the US, and policies related to economic growth and job creation. Kapil currently serves as the Principal at Kapstone Strategies, a nonresident senior fellow at the Atlantic Council, and an advisor to the Smith School of Business’s Center for Social Value Creation.
